Monitoring and Evaluation Workshop for Procurement and Supply Management (PSM) for Global Fund PRs and Related Consultants

Location: James Cairns Training Centre, Lusaka, Zambia

Overview: Pharmasystafrica and the Churches Association of Zambia (CHAZ) are offering a one-week course on Monitoring and Evaluation for PSM systems. The course will be tailored to address actual in-country PSM M&E challenges based on a collection of case studies. Program staff will be trained to address their own challenges and country needs.
Scope and intent:

The procurement and supply management (PSM) system is essential in the provision of quality health care. It should guarantee the timely supply of good quality, affordable health commodities. Monitoring & Evaluation (M&E) is required to measure the performance of all PSM activities and the information provided by M&E should feed into the decision making process and lead to prevention or correction of both expected and unexpected problems.

Although there are a number of agencies and consultants who provide M&E services in the PSM area, most of these are not located in the immediate vicinity of the need and constantly, demand outstrips supply. The limited numbers of experts becomes a bottleneck to PSM systems implementation. There is thus need to develop more experts with appropriate skills to assist partners in low-income countries of the South to address program, national and regional challenges.

Target Audience: The training will target professionals with key roles in M&E for PSM systems including those supported by national governments and international organizations. Participants will also include professionals with an interest in building their skills as independent PSM consultants.

For logistical purposes, the training will be restricted to 30 participants. These will be selected based on stringent criteria. The fee for this course is $1600.00. Meals, accommodation, airport transfers and transport to and from the training venue are included in the fee. Full or partial scholarships will be available to a limited number of participants. The fee for non-resident participants is $800.00 even though we encourage participants to stay at the training site due to the intensity of the course. The language of instruction is English.

Course Content

The course will provide participants with good understanding of how indicators can be used as a tool for the purposes of M&E of PSM systems. The major topics will include:

- Definition of monitoring and evaluation of procurement and supply management;

- Definition and formulation of indicators for monitoring and evaluation of procurement and supply management of health commodities;

- Methods of collecting, processing and analysing indicator data for M&E of PSM;

- Components of an M&E plan for procurement and supply management.

- Resources requirement needs for M&E activities.

Course Faculty

The principal facilitators for this course will come from the CHAZ, PharmaSystAfrica, Empower School of Public Health, and the Ministry of Health in Zambia. Profiles of faculty will be posted on the course brochures.
