E-drug: Patents

We are conducting a study on the "effects of the GATT/TRIPs
agreements on the pharmaceutical sector in North Africa (Egypt,
Algeria, Tunisia, Morocco)". We have to deal with the Intellectual
Property Rights issue and the problem of patency.
Does any e-drugger know:
a) how to identify whether a drug is still patented or not?
b) Is there any reliable database on that matter (with easy access)?
If any body has any relevant information please let me know.
