Dear Maggie,
On behalf of AFRO I particpated in a study of two pooled procurement systems
to provide recommendations for pooled procurement for African countries in
1998.
There was a functioning system for UMA (Union of Magreb Arab countries)
although tensions between the countries influenced the performance of their
joint procurement system, and an even better functioning system for the Gulf
countries piloted by Soudi Arabia. It was interesting to note that even
countries with a higher level of income were really interested in pooled
procurement and performed well.
The report should be available through WHO/AFRO (the pharmaceutical unit).
Application of some of the recommendations for joined procurement for West
African countries has to be reported somewhere by the ACAME.
I wonder what has happened with the joint procurement system of ECDS
countries which was working very well when I had the opportunity to visi it
in the early nineties.
