RATIONAL AND SAFE USE OF DRUGS, MINISTRY OF HEALTH, VIETNAM
POSITION AS ADVISER
The Vietnam-Sweden Health Cooperation:
Since the mid 1970s the Swedish government, through Sida (Swedish
International Development Cooperation Agency) has financed a development
programme within the health sector in Vietnam. Drug Policy and Control is
one of the six areas for support in the present five year plan which started
in October 1994.
The Ministry of Health of Vietnam (MoH) has the overall responsibility for
the Vietnam-Sweden Health Cooperation. InDevelop Uppsala AB is contracted by
MoH to assist in the implementation of the cooperation. Among other
responsibilities, InDevelop employs long and short term advisers.
TECHNICAL ADVISER on Rational and Safe use of Drugs
In the Drug Policy and Control Area of support there is at present one post
as long term adviser (Pharmaceutical Adviser). Recently Vietnam has
developed a national drug policy (VNDP). MoH and Sida have agreed that one
more long term adviser should be recruited for two years to assist in the
implementation of the VNDP. The new adviser should be specialized in
rational and safe use of drugs and, together with the present adviser,
assist the Drug Administration (DA) to achieve the objectives of the VNDP.
Duties
Assist the Head of Area to achieve the objectives of promoting the rational
and safe use of drugs. The role of the adviser is to advise and assist, not
to be executive. The duties are i.a. to:
- Assist in the implementation of the VNDP.
- Provide information and expertise in technical matters relating to
rational and safe use of drugs.
- Assist in establishing and supervising a system of dispensing and rational
use of drugs.
- Advise on and supervise a suitable working mechanism between the Adverse
Drug Reactions (ADR) monitoring centres, the Drug Information Centre and the
DA to make them work effectively.
- Assist, in coordination with the Antibiotics Advisory Committee, the
initiating of activities supporting the rational and safe use of drugs.
- Advise on Drug and Health Education for the public through radio.
Qualifications
- Medical doctor or other suitable academic education.
- Experience from clinical pharmacology.
- Long experience from working in the public health sector, both in
developed and in developing countries.
- Skills and experience in management, planning, organization and
administration.
- Good ability to communicate in written and spoken English.
Approach: The transfer of knowledge and the creation of competence is the
overriding task and should guide the work of the adviser.
Contract period: 2 years, duties to begin as soon as possible.
Duty station: Hanoi
