RE-ADVERTISED REQUEST FOR EXPRESSION OF INTERESTS:
IMPLEMENTATION OF PRIVATE SECTOR ACT CASE MANAGEMENT

REQUEST FOR EXPRESSION OF INTEREST (REOI)
1.0 The Government of the Republic of Liberia (GOL) through the Ministry of Health
& Social Welfare received a grant from the Global Fund in Geneva to fight
HIV/AIDS, Malaria and Tuberculosis. The grant is also aimed at health system
strengthening and increase access drugs and medical supplies to the targeted
beneficiaries in Liberia.
The Government of the Republic of Liberia through
the Ministry of Health & Social Welfare intends to support a private sector
Artemisinin-based Combination Therapy (ACT) Distribution in making ACT drugs
available to the private sector through private health care providers such as
pharmacies (PH) and medicine stores (MS). Private registered PH and MS are
important target for enhancing access to quality-assured ACTs and malaria Rapid
Diagnostic Tests (mRDTs).
1.1 Objective of the Assignment
The overall objective of the private sector ACT distribution is to increase access to quality malaria and first-line treatment for febrile patients who are tested positive for malaria
through registered Pharmacies and Medicines Stores in Montserrado County.
The Ministry now invites expression of interest from qualified and potential service provider for the
Development of a Logistic Management Information System Software System (LMIS)
1.2 The services should include, but will not be limited to the following:
1. Increase the number of pharmacy and medicine store dispensers in private registered PH and MS trained to conduct mRDTs and dispense ACTs as part of the quality-assured service
2. Crowd out undesirable antimalarial (oral monothrerapy) and increase the market share of the quality-assured ACTs
3. Work with the private Medicine Store/Pharmacies to guarantee effective malaria diagnosis and treatment of uncomplicated malaria
4. To ensure that only mRDT confirmed cases are treated with ACTs
5. Through IEC/BCC demand for the private sector mRDTs and ACTs shall be supported through an integrated behavior change communication strategy (BCC) using interpersonal communication and reinforced through mass media.
6. Collection and disposal of medicine waste generated as a result of malaria testing.
7. Ensure regular supply of supplies- safety boxes, gloves etc.
8. Increase the availability, accessibility and appropriate uptake of quality-assured mRDTs and ACTs
9. Use of the existing training manual, reporting tools, IEC/BCC materials that were adopted as national private sector working document
1.3 Deliverable
Implementing National Strategy for increasing Access to subsidized ACTs and mRDTs in the Private Sector (Pharmacies and Medicine Store)
Upon review of the Expression of Interest, shortlisting of firms will be done in accordance with Public Procurement &
Concessions Act qualification criteria for bidders/service providers, PartIV, Section 32 and the below listed criteria:

2. Letter or certificate to legally operate in Liberia or Country of origin
3. Letter of sectoral clearance from the Ministry of Health & Social Welfare (country of origin)
4. Qualification in field of Assignment (Similar Assignments) Listing & contacts
5. Experience in Similar Conditions
1. Experience in designing and implementing Health Service intervention)
2. Experience working with malaria intervention especially private sector case management
3. Experience in monitoring and evaluation of health intervention
4. Experience in supportive supervision and capacity building
5. Experience in providing consultant services and excellent track record of completion of tasks according to time lines
6. Experience working with donor funded projects
1. Technical and Managerial Organization of the firm
2. General Qualifications and Number of Key staff (Appropriate skills and staff)
Duration of Consultancy:Two (2) years with a provision of quarterly review.
