E-drug: Re: Income generation or revolving funds (1)

To revitalise the health care service in the public sector, especially the
pharmaceutical services, a cost-recovery scheme (where patients were
requested to contribute financially, mostly to the cost of pharmaceuticals)
was introduced in a central hospital in Laos. The scheme was found
successful and it has been intorduced to other health facilitities.
Another similar scheme, the so-called "Bamako initiative- drug revolving
fund" projects were experimented/introduced as part of PHC programs at
health centres level in different provinces of Laos. The implementation
process of these projects were supported technically and financially by
WHO, UNICEF, IHCAR, JICA, and other NGOs. The impacts and outcomes of these
projects were evaluated by a team (composed of a UNICEF country member,
WHO consultant to the Ministry of Health (Laos) and staff of the Department
of Food and Drugs and Ministry of Health). In 1996, the outcomes were so
impressive, and the Ministry of Health formed a working group to develop
manuals of guidelines on drug revolving funds for different levels of
health care nationally.
