Dear Dave,

I wonder if it would not be more helpful to reframe your question about
pharmaceuticals into a debate on how we maintain equitable access to
medicines and rational drug use as the primary goal, and indirectly
"cost-containment" for the purposes of maintaining equitable access (rather
than the other way around). I would also suggest that in your approach to
dealing with these issues that a National Medicinal Drug Policy and a
national and co-ordinated approach to improving use of medicines are
themselves approaches to these issues, within which your strategies 1 to 8
below could be incorporated
