Summary of the Position:
This management position supports the Global Public Health department by managing activities of the Promoting the Quality of Medicines (PQM) Program - a cooperative agreement between USP and the U.S. Agency for International Development (USAID) for USAID targeted countries in South East Asia. This role manages PQM Program Managers and staff in developing appropriate activities to address the quality of medicines in USAID targeted countries. This individual provides direct technical leadership to improve pharmaceutical quality assurance systems working with stakeholders.
Roles and Responsibilities:
Provides strategic management and development, and technical oversight of PQM program managers and ensures staff performance to meet program goals. Monitors staff performance and assesses progress against program goals. Provides technical input to drive the work of program managers and other staff as necessary.
Manages and leads the Program Managers for the region ensuring the team complies with all regulations and policies associated with USAID or other grants/contracts.
Develops work plans, assigns budget in the work plans, and oversees the implementation of programmatic activities at the regional and country levels in collaboration with Program Managers and consultants to meet PQM programmatic objectives within the targeted country.
Assists with the design of training materials and helps facilitate training courses for staff of national regulatory authorities, medicines quality control labs, national health programs, and other stakeholders in low and middle income countries.
Leads and participates on assessment teams to evaluate and provide recommendations on medicines quality assurance and control capabilities in various countries.
Provide technical leadership for the alignment of PQM work programs to leverage work of the other partners including WHO SEARO and WPRO and contribute to the regional harmonization initiatives in Asia including the APEC and ASEAN.
Develops new initiatives within the specified region with USAID and/or other donor and regulatory organizations and foundations that support PQM program implementation on medicines quality.
Represent USP/PQM Program at relevant meetings and attend meetings with USAID and other grantors as requested.
Contributes to strategic planning for the GPH department by communicating relevant field global health developments to GPH Management.
Contributes to reports and presentations to the USP Board of Trustees, Council of Experts and International Health Expert Committee.
Represents USP to international health and donor communities as required as a speaker and/or provides technical leadership and insight.
Drives other projects as assigned.
Basic Qualifications
Education
Master's degree or PhD in pharmaceutical sciences, public health, or related field required.
Experience
Minimum of 7 years professional experience managing health programs in developing countries.
Experience working with USAID funded programs
Minimum of 3 years of experience supervising and managing people including coaching, developing, and managing performance.
Preferred Qualifications:
- Knowledge of Quality Assurance and cGMP in the pharmaceutical industry.
- Understanding of how International non-governmental organizations and national diseases programs operate
- Demonstrated ability to develop work plans and associated budgets.
- Strong communication skills and fluent English language
- Demonstrated progression in career with increasing responsibilities.
- Results driven with demonstrated successful outcomes.
- Must possess ability to handle multiple priorities in a fast-paced environment.
- Knowledge in analytical methods, GMPs, and GLPs.
- Must be able to travel to region at least 25% of the time.
