Kirsten,

Sorry my note was not more clear. I flatly oppose the re-use of returned
medicines, whether for donation or for any other purpose. PQMD, the
organization I helped found, was the first outside signatory to the
guidelines, in 1999. Membership in PQMD is conditioned on adherence to the
guidelines.

Further, I support the US law proscribing the reuse of medicines.

I'm not sure you wish me to comment on the other drug donation problems
you've encountered, but I will note that donation of medicines with less
than 12 month dating or that are unneeded, not registered in the recipient
nation or the home nation -- would all be violative of the guidelines.

This is not to question your observations, let me stress. The challenge is
to distinguish organizations responsible for bad donations from those that
follow the guidelines. It would not be helpful to discourage needed,
properly dated and labeled drug donations to competent NGOs serving people
in need.
