Unfortunately, Managing Drug Supply was written before the era of
scaled-up ARV treatment really began, so it does not discuss some
aspects and challenges that are specific to supply management in this
rapidly changing and somewhat uncertain field. Discussion of the
HIV/AIDS related aspects of Drug Supply Management can be found in:
The WHO ARV Treatment programme manager's toolkit (pdf version) at

(online access or the CD version are necessary to access all the
references, including chapters from Managing Drug Supply, but the pdf
contains a lot of very useful material, including summaries of the main
issues involved in supply management)
The World Bank Decision Maker's Guide goes into more depth on some
issues (not all specific to Bank-style procurement) and can be found at
