E-drug: Skin bleaching agents

I am planning to write an article about the dangers of skin bleaching
agents, with special emphasis on hydroquinones as cosmetics containing 2% or
less now are available in Norway.
I should be very interested in the current status in your country concerning
legislation of these products, i.e. whether they are subject to regulation
and if yes, if there are any restrictions/exemptions and any labelling
requirements.
I have done a Medline search for side effects/toxicity, but would be
interested in any locally published articles or newspaper stories about
these drugs - and any other information you think would be of interest. I am
of course also interested in other substances than hydroquinones (mercury,
steroids etc).
