E-DRUG: Vacancy - Senior Procurement and Supply Management Officer, The Netherlands

Consultants for Health and Development (CHD) is looking for a Senior Procurement and Supply Management Officer to join the central team in the Netherlands.
Background
Consultants for Health and Development is a public health advisory firm that specializes in disease control, the procurement and supply management of essential health products, and the results-based management of public health interventions. CHD offers its services to governments, non-governmental organizations, bilateral and international financing agencies such as the Development Banks and the European Union. As a major component of its work portfolio, CHD holds responsibilities for assessing and monitoring Procurement and Supply Management (PSM) systems in over 65 countries, through a collaborative agreement with one of the largest Local Fund Agents for the Global Fund to Fight AIDS, Tuberculosis and Malaria.
In addition to its core team of specialists, CHD has an extensive network of collaborating experts who live and work in countries around the world. However, since mid-2009 CHD has been expanding its in-house team to meet a growing need for PSM assessments to be conducted in different programmes across the globe.
Main tasks and responsibilities
Products commonly procured and supplied in public health interventions include medicines (in particular anti-retrovirals, anti-malarials, and anti-TB medicines), diagnostics, lab materials, medical equipment, and preventive materials such as long-lasting insecticide treated nets and condoms. The PSM Officer will conduct in-country and desk assessments that objectively review systems and procedures to procure and manage these health products. Assessments must cover the full cycle of selection, quantification, procurement, quality assurance, storage, distribution, inventory management, management information systems, and rational use of commodities that are proposed for grant implementation.
The PSM Officer will:
- Work with the CHD PSM Team Leader to plan and coordinate the implementation of all CHD field and desk assessments, in collaboration with partners;
- Coordinate the preparation of profiles, reports, and assessments in collaboration with CHD PSM personnel;
- Plan, conduct, participate-in, or lead short-term field missions and assessments as required;
- Provide documentation (guidelines, standard operating procedures) and home-office support for external specialists on assignment;
- Assist in the identification of potential PSM assessors to collaborate with CHD;
- Plan, execute and track the training and mentoring of new and Junior PSM assessors;
- Participate in the development and updating of CHD training materials;
- Participate as an instructor in CHD training courses held in the Netherlands and abroad; and
- Participate on related public health projects that arise from time-to-time.
Required skills and competencies
This is a mid-to-senior level position requiring a combination of advanced studies and extensive experience that includes overseas work-experience in the PSM of essential health products. The candidate will work as a core team member with CHD's senior PSM experts.
The PSM Officer will have the skills to critically assess and monitor PSM systems - aiming at ensuring best practice and risk minimization. The PSM Officer will have experience in conducting both data collection visits, and desk reviews of PSM planning documents or related documentation. Requests often come at short notice, and the PSM assessors much have the capacity to react to and meet the requirements of our partners swiftly and effectively.
The successful candidate will have:
- An advanced degree in a pharmacy- or health-related field complemented by education and/or professional training/experience in health management, logistics, or public health.
- A minimum of seven (7) years of hands-on experience in managing or advising on the procurement, distribution and supply of health products, particularly in developing country contexts. Specific vocational experience should cover:
- supply and demand issues in the implementation of public health
programmes;
- assessing policies, systems and structures in the public and/or
private health sector that are relevant for managing effective
and efficient access to pharmaceuticals and other health products.
- In-depth understanding of AIDS, TB and Malaria market dynamics and existing global supply challenges, as well as international health-products procurement and supply management processes is an advantage.
In addition the qualified candidate will demonstrate:
- The ability to work both independently and as a team member to synthesize inputs from a variety of staff and resources;
- Fluency in spoken and written English (a strict requirement). Knowledge of other languages (e.g. French, Spanish or Portuguese) is an advantage.
