OBJECTIVES OF THE PROGRAMME :
The objectives of the Department of HIV/AIDS are to rapidly expand
access to HIV/AIDS prevention treatment and care, strengthen health
systems to make the health sector response to HIV/AIDS more effective
and comprehensive, and to effectively mitigate the socioeconomic impact
of HIV/AIDS with the aim of achieving universal access to HIV/AIDS
prevention, treatment, and care.
The objectives of the AIDS Medicines and Diagnostic Services (AMDS) are,
inter alia, to expand access to quality, effective treatment for
HIV/AIDS by facilitating the increased supply of HIV- related medicines,
diagnostics, and commodities. The AMDS functions as a support hub for
collaboration between organizations which technically support
procurement and supply management of these commodities, as a liaison
with their producers, and supports the provision of technical assistance
to countries through its partner organizations.
Description of duties:
To develop the AMDS portfolio on Strategic Information, Technical
Guidance and Capacity Building for procurement and supply management of
HIV/AIDS commodities. This includes expansion and/or consolidation of
existing core products, identification of new products, and improved
communication on the availability and use of these products.
To coordinate and develop partnerships for new and/or expanded AMDS
products.
To proactively seek fundraising opportunities for new and/or expanded
AMDS products.
To provide technical guidance on procurement and supply management (PSM)
for HIV/AIDS commodities. This includes advocacy with countries and
partners to invest in this sector as well as the provision of targeted
technical assistance to assist countries strengthen their
procurement and supply management systems so as to ensure continuous
availability of HIV/AIDS commodities.
To manage the day-to-day operations of the AMDS team by supervising,
motivating and encouraging staff while promoting sound and efficient
work practices; and by managing financial and human resources in an
effective manner.
REQUIRED QUALIFICATIONS
Education:
Essential: Advanced university degree in pharmacy, medicine or a related field.
Desirable: Postgraduate qualifications in public health, business administration or a related field.
Skills:
- Demonstrated knowledge of HIV/AIDS medicines, diagnostics other
commodities used in HIV/AIDS programmes.
-Proven leadership ability with experience in strategic development,
programme formulation, work planning and monitoring.
- Demonstrated ability to prioritize and manage resources in the most
effective way, to motivate and manage people in a multi-cultural
environment.
- Ability to communicate and write in a clear and concise manner.
-Tact, discretion and diplomacy.
Experience:
Essential: Extensive experience at national and international levels in
supporting access to HIV related medicine and/or diagnostics, with
emphasis on strategy development and programme implementation.
Proven experience in developing and promoting collaborative
partnerships, supporting either the fight against AIDS or the
availability of drugs and diagnostics in developing countries.
Demonstrated work experience in ensuring access to quality medicines in
resource limited settings, with a proven
track record of supporting the policy positions of WHO in this area of
work.
Desirable: Experience in project management for WHO or other UN
organizations, agencies or similar institutions in resource limited
settings. Demonstrated experience in management of teams.
Languages:
Excellent knowledge of English or French with a working knowledge of the
other language. Knowledge of another WHO official language an asset.

Annual salary: (Net of tax)
$75432 at single rate
$81197 with primary dependants
Post Adjustment: 87.6 % of the above figure(s). This percentage is to be
considered as indicative since variations may occur each month either
upwards or downwards due to currency exchange rate fluctuations or
inflation.
