E-DRUG: USA PhRMA 301 submissions

[301 submissions are requests by the industry to the USA trade
Representative to put certain countries on the 301 "Watchlist"
which is a bilateral pressure mechanism based on US Law 301.

The PhRMA Feb 18, 2000 301 submissions are now on the PhRMA web page. I
count 3 priority, 9 priority watch, and 27 watch countries on the PhRMA
list (including 6 countries in the Andean community) . South Africa is
on the PhRMA list as a watch country. Among the longest entries are
those for New Zealand and Vietnam. New Zealand, which aggressively uses
market forces to negotiate good prices for drugs, is apparently seen by
PhRMA as a dangerous model for the rest of the world. Vietnam is a
country with per capita income of less than $400 per year. Government
officials in Vietnam say they are under tremendous pressure from US
trade officials on pharmaceutical issues. The most common PhRMA
complaint in this year's 301 submission seems to be the data exclusivity
issue - with PhRMA pushing hard to make a decade of data exclusivity for
any regulatory data a norm. PhRMA is also pushing hard for "linkage,"
so that regulatory bodies will effectively automatically block product
registrations based upon assertions of patent rights, as is done in the
US.
