[e-drug] WIPO and TRIPS?

E-DRUG: WIPO and TRIPS?

Sometime in the fairly recent past (1-2 years ago) I dimly recall reading a
paper that was critical of the advice that WIPO (World Intellectual Property
Organization) was offering developing countries regarding how they could
make their patent laws TRIPS complaint while still preserving maximum
flexibility. Despite much searching I cannot now find this article, if
indeed it ever existed. Does anyone on this list know of such a piece?

[WIPO indeed has a contract from WTO to assist developing countries becoming
TRIPS compliant. However, my experience is that the do not pay much
attention to flexibilities, but more to strengthening IPR legislation.
Anyway, does anyone know of a published source? WB]
