Capacity Development: a 'Train-the-Trainer' workshop on ICT

IICD will host ICT Training Programme for trainers from developing
countries
From upcoming June 5 to June 16, the International Institute for Com-
munication and Development (IICD) will invite its local training
partners to participate in an intensive 'Train-the-Trainers' pro-
gramme on the IICD premises in The Netherlands.
'Train-the-Trainers' programme
Around fifteen training partners from organisations in Ghana, Tanza-
nia, Zambia, Uganda and Jamaica will take part in this highly inter-
active course. Participants already have a solid background in ICT
and training. The course's aim is to provide insight into methodolo-
gies and concepts of self-directed and lifelong learning. It will fo-
cus on the use of interactive courseware materials, i.e. computer-
based training courseware programmes, other ICT learning resources,
as well as financial, administrative and management-related issues.
Participants will gain familiarity with training of end-users and
with the production of a model-training programme and a model-
technical update seminar, which can be adapted to specific projects
or training programmes. In addition, they will learn how to design,
organise and manage a training workshop, ranging from the assessment
of training needs, the development of test and certification proce-
dures as well as client outreach. In other words, they will get fur-
ther acquainted with the daily operations of a professional training
institute. Guest lectures from private sector companies, which are
active in ICT training, will be part of the curriculum. The exchange
of information and knowledge among IICD's local partners, leading to
increased co-operation and synergy, is another aim of IICD's Training
Programme.
"A crucial part of IICD's work is to play a role in capacity develop-
ment. IICD realises that, in financial terms, each dollar spent on
ICT systems should be doubled for training and educational purposes."
The course will bring together participants from two different IICD
programmes, namely its capacity development programme and the so-
called Johan Kooij Fellowship programme.
Capacity Development programme
IICD's capacity development programme, initiated in IICD's focus
countries, aims to contribute to the empowerment of organisations in
developing countries. This is realised by building institutional and
technical skills through locally implemented as well as web-based
training courses. Local capacity development forms an integral part
of IICD's activities. IICD has developed knowledge in this area via
close partnerships with other development and private sector organi-
sations in The Netherlands and in developing countries. The provision
of practical ICT knowledge to project partners strengthens the part-
ners' capabilities to implement and operate their projects.
Johan Kooij Fellowship Programme
In 1999, IICD and Media Plaza initiated a fellowship in memory of the
late Mr. Johan Kooij, who strongly believed in the power of education
and ICT to bring people closer together. The Johan Kooij Fellowship
will enable local ICT training co-ordinators to participate in a sup-
port and exchange programme in The Netherlands, thereby intensifying
mutual relations. The initiative is supported by private sector or-
ganisations, such as KPN and Lucent Technologies. Such smart partner-
ships are in conformity with a more general goal to co-operate with
the private sector on a long-term basis, in which companies are in-
vited to offer human resources, expertise, training and other contri-
butions as a partner.
IICD The International Institute for Communication and Development
(IICD) assists developing countries to utilise the opportunities of-
fered by information and communication technologies (ICTs) to realise
sustainable development. IICD uses a cross-sectoral approach, in
which local agents of change identify projects and draw up business
plans themselves, thereby focusing on leverage areas within good gov-
ernance, environment, health care, education and socio-economic op-
portunities, such as e-commerce. IICD's focus countries are Burkina
Faso, Ghana, Tanzania, Zambia, Uganda and Jamaica.
This innovative approach to ICT and development, in which IICD acts
as a catalyst and broker, is based on a highly interrelated strategy.
As a start, an ICT Roundtable Process is facilitated to articulate
the demand for ICT applications in developing countries. Local capac-
ity development is always embedded in IICD's activities. The dissemi-
nation of best practices and lessons learned is another essential
element, which is mainly realised through web-based ICT Information
Services. Partnering is the connecting link between the activities of
IICD and other interested parties. Local ownership is the major
spearhead in implementing this strategy.
