Decentralisation - Some questions for the expert (2)

The questions asked by Karen Beattie are very pertinent to the South
African health system reforms where the whole public health sector is
being transformed through a process of decentralisation based on a
district health system.
There are anecdotal reports of preventive work being overwhelmed by
the curative load. I am a funder of health systems research and would
be interested to know how one would study this and if any other coun-
try has in fact conducted research around decentralisation and how it
affects the system.
