Decentralisation - Some questions for the expert (3)

The situation described by Peter Barron where curative work overwhelms
preventive work at the periphery is common. Dr Raj Arole has a long
association with a wide range of Indian Primary Health Care programs in
the Jamkhed area which have decentralised services. People associated
with those programs said they overcame the problem of the curative load
getting in the way of developing a good base of trained workers at the
absolute periphery by closing the clinics on 2 days each week and
devoting those days to training. The closing was initiated by the
community people who wanted the health services right there in their
communities. Dr Arole and his wife have written a book called 'Jamkhed'
which is available from Teaching Aids at Low Cost (TALC).
