Short Courses - "Decentralization" and... (2)
---------------------------------------------

Dear Colleagues,

Request for Information (RFI)

I am looking for a course on how to run a health sector that can
supply quality health care on a budget of under US $10 per cap-
ita per year and in an environment where several preventable
diseases are reaching epidemic scale, where HIV-AIDS is at the
pandemic level, and where the best trained people (MD's, nurses,
etc.) can find excellent career opportunities overseas.

Thank you for your help in finding such a training course.

Oh goodness, what a Request for Information from Peter Burgess!

The Igbo-Ora Community Health Training of the University of
Ibadan, Ibadan, Nigeria meets his exact specifications.

The course has been running since the late 60's under the joint
auspice of the Departments of Medicine and Preventive and Social
Medicine of the university. It easily must have trained to-date
over 10,000 health professionals including doctors, nurses,
laboratory technologists and community health workers. In spite
of the allure of "lucrative" jobs in the North, many Igbo-Ora's
trainees are still working in Nigeria.

Regrettably however and thanks to the love of Nigeria's central
political and health leaders for 'brick and mortar' medicine
even at primary care level, the Igbo-Ora training has not made
the expected wide-ranging impact to-date on the country's na-
tional health policy, health management and public health out-
come.
