Dear Members of AFRO-NETS,
We would like to announce again the following Short Courses of-
fered by the Department of Tropical Hygiene and Public Health of
the University of Heidelberg:
* Financing Health Care Principles of Insurance
* Facility Management
* Reproductive health services and HIV/AIDS: New Evidence and
Strategy
* Leadership and Change Management
* Quality Management in International Health
* Consultancy Skills in International Cooperation in Health
* Evaluation of Health Projects and Programmes
* Consultancy Skills in International Cooperation in Health
* Proposal Development targeting international donors
* Health and Human Rights
In 2005 over 150 participants from more than 50 countries par-
ticipated in our courses and enriched them with their experi-
ence. We hope that some of our courses offered in 2006 may find
your interest as well.
Our target group includes MDs, nurses, pharmacists, policy mak-
ers, project/program planners, managers, social scientists, edu-
cators, consultants, etc.
All courses are accredited within an international network of
higher education (tropEd), offering a master programme in In-
ternational Health, but the courses are open for individual fur-
ther training. All participants receive a certificate by the
University of Heidelberg.
You find a short overview of all courses at the end of this e-
mail.
Most courses are organised as two-weeks intensive courses which
cost EUR 1,500. The course fee includes course materials, but
not the accommodation, insurance or other personal costs during
the stay. Unfortunately, we cannot offer any scholarships at
present.
Early registration is advisable to ensure a place in the courses
as well as allowing time for all organisational matters.

Financing Health Care Principles of Insurance

The overall objective of this module is to learn experiences and
lessons learnt from different countries in the area of financing
health care, which can then be applied to different contexts. In
addition, discussion of cases will enable the students to de-
velop an analytic approach to problem solving and apply theo-
retical knowledge to a real life context.
Facility Management
May 22 June 2, 2006
In cooperation with University of Karlsruhe The overall objec-
tive of the course is to introduce participants to the major
contemporary issues and debates of facility management in hospi-
tals, with emphasis given to facility management within low and
middle income countries. Through case studies and simulations,
participants will develop specific skills in hospital logistics,
outsourcing, and economic, infrastructural and technical facil-
ity management.
Reproductive health services and HIV/AIDS: New Evidence and
Strategy
May 29 June 9, 2006
The core of the course is devoted to methods for improving and
managing reproductive health in the health system with a par-
ticular focus on appropriate indicators, planning process and
service provision. Considerable attention is also given to the
future SRH agenda like infertility, new family planning methods,
anti retroviral therapy, and prevention of mother to child
transmission of HIV.
Leadership and Change Management
June 12 23, 2006
The overall objective of this module is to explore advanced top-
ics in leadership as it pertains to change management in dynamic
health care environments found in low and middle income coun-
tries. Through participatory learning exercises, students will
be taught the skills necessary as an organizational leader to
assess, plan, and implement organizational change under condi-
tions of uncertainty and complexity.
Quality Management in International Health

18 29 September 2006
In cooperation with Deutsche Gesellschaft für Technische Zusam-
menarbeit (GTZ) mbH. This course covers the general principles
and frameworks for defining and promoting the quality of health
systems and services including processes, models and tools for
assuring and evaluating quality, using case studies from Germany
and other countries. Included in the course is a two day train-
ing in an international quality management model.
Consultancy Skills in International Cooperation in Health
- Evaluation of Health Projects and Programmes
July 10 21, 2006
The goal of this module is to enable the participants evaluate a
health service project or programme and write an evaluation re-
port for a Ministry of Health and a funding agency. Content
Overview: The historical evolution of the Evaluation of Health
Projects and Programmes in the respective country ; The land-
scape of international agencies and national actors in the
health sector ; Effective writing techniques; Principles and
processes of health care sector evaluation ; Basic skills of an
evaluator as a team member ; Important considerations in the de-
sign of a consultancy unit ; Peer assessment of evaluation
Consultancy Skills in International Cooperation in Health
- Proposal Development targeting international donors
21 24 July 2006
At the end of the course the participants will be able to de-
velop and write a project proposal targeting international do-
nors. Content Overview: The historical evolution of the health
sector in the respective country ; The landscape of interna-
tional agencies and national actors in the health sector ; Ef-
fective proposal writing techniques ; Planning methodologies and
instruments ; Case studies from low income countries for the
different group exercises ; Peer assessment of evaluation and
project proposal documents
Health and Human Rights
November 6 17, 2006
In collaboration with WHO, ILO, UNFPA
This course of study covers the general concepts and principles
of human rights, their relationship to, and impact within the
health sector. The course will use case studies from numerous
countries, with a focus on low and middle-income countries, and
the experiences of those within the course, to examine the vital
role of human rights within the health sector. Participants will
have the opportunity to practice incorporating human rights into
policies, strategies, monitoring and evaluation.
