Making Decentralization Work: Tools for Health Policy Makers and
Managers

Purpose:
This course is designed for senior managers and policy makers
who might not be able to attend lengthy degree courses in health
policy and management. The issues encountered designing, imple-
menting and managing a decentralization transition include fi-
nancial, strategic, and quality management, monitoring and
evaluation, and team building. Experienced Harvard faculty have
developed this two-week comprehensive course to better equip
policy makers and managers to meet those challenges. The first
week will address the policy level process while the second week
will focus on enhancing management skills in the context of de-
centralization. Participants can elect to attend only the first
week; however, everyone is encouraged to attend the entire two-
week program if possible.

Who Should Attend:
This course has been designed for experienced, senior managers
and policy-makers in developing and transitional economies. Of-
ficials who are concerned about implementing greater managerial
autonomy in previously rigid government bureaucracies will find
the experience very useful. Participants are expected to be pol-
icy makers and managers from both government and non-government
organizations.

Course Directors:
Dr. Thomas Bossert and Dr. Paul Campbell serve as course direc-
tors. Dr. Bossert will lecture on Decentralization. He is a Lec-
turer on Health Policy and Senior Political Scientist in the De-
partment of Population and the Director of the Politics Govern-
ance Group and International Health at the Harvard School of
Public Health. He has directed technical assistance projects and
applied research in Latin America, Asia and Africa on decen-
tralization, institutional transformation and health policy re-
form.

Dr. Paul Campbell will lecture on Strategic Management. He is
also a Lecturer on Management in the Departments of Population
and International Health and Health Policy and Management at the
Harvard School of Public Health as well as the President of the
Maine Center for Public Health. Through that agency he is re-
sponsible for federal state collaborative projects. He has
nearly thirty years of experience as a manager, consultant and
teacher in the health field, in the U.S. as well as overseas.
Recently he has managed multi-year Harvard projects in health
sector reform in Poland and managed care in Zimbabwe and directs
a number of executive training courses in health administration.

Improving the Quality of Health Services

Purpose:
Around the world governments are trying to assess and improve
the quality of health services. These tasks are of even greater
importance in those countries where the responsibility for pro-
viding health care is being decentralized and the private sector
is steadily taking a larger role. This course has been designed
to improve the conceptual and practical skills of senior offi-
cials.

Specifically, participants attending this course will:
* Learn an effective conceptual framework for the design of an
  overall health improvement system;
* Learn to plan strategically for health system improvement;
* Learn about the components of the "Quality Toolkit";
* Learn about specific methods for quality improvement including
  clinical practice guidelines; and
* Learn how to strengthen the people aspects of the quality im-
  provement process.

Participants will be learning from experience gained in the
United States, as well as many other countries of the world.

Who Should Attend:
Persons committed to improving the quality of health services in
resource-constrained environments, including both policy makers
and senior health care managers, will find this course helpful.
It will be useful for country or regional leaders engaged in
health sector reform, especially those contracting for health
services with private or quasi-governmental institutions. This
course is designed for managers with strategic authority from
health care institutions including hospitals. An international
perspective will be stressed. This course is not appropriate for
people solely focused on work in the United States, or for indi-
viduals new to the health care field.

Course Directors:
Dr. Paul Campbell serves as Course Director. He is a Lecturer on
Management in the International Health Systems Program in the
Department of Population and International Health at the Harvard
School of Public Health as well as in the Department of Health
Policy and Management. He is also the President of the Maine
Center for Public Health, and previously directed a statewide
quality assurance program covering 180 long-term care facilities
in the U.S. He has nearly 30 years of experience in the health
field; as a manager, consultant and educator.

Dr. Ann G. Lawthers has been involved in quality measurement and
improvement research and training for many years. She has been a
faculty member in the Department of Health Policy and Management
at the Harvard School of Public Health and she has served as as-
sociate director of a research center investigating quality of
care issues. She is now principally based at the University of
Massachusetts Medical School. Dr. Lawthers has conducted quality
improvement training internationally in both Egypt and Poland.
In Poland, Dr. Lawthers worked with local experts and government
officials to design and implement an outpatient quality monitor-
ing system based on patient surveys for the city of Krakow, Po-
land.
