Makerere University School of Public Health offers a postgraduate Diploma in Health Services, and Nkozi University offers an undergraduate programme in Health Services Management. Both institutions are in Uganda.

Dear Dr. Aya ... Colleagues.

I am sure there are many universities and institutes that would be interested in offering short training courses in Health Care and Hospital Management.

I have very little interest in these courses ... but I do have a deep interest in seeing improvement in Health Care and Hospital Management, and think that there is a huge need for some deep operational analysis of available data so that improvements can be made based on what are the realities rather than the global theoretical constructs that seem to be popular (WHO et al) that do little it seems except employ consultants.

I come at this with a background in old fashioned corporate accounting ... cost accounting ... inventory control ... budgets ... etc. Accounting is all about data ... simple data ... that are well organized ... and tell a story.

But accountants are not center stage ... in fact we have been sidelined ... and there is a resource flow crisis ... and a performance crisis ... and a huge mess. I rarely see data or analysis that convinces me that the available health resources are being used optimally.

In response to this we have developed a system of Community Accountancy that goes beyond money costs and money revenues to account also for value consumed and value created by economic activities at the community level where people live. This has relevance in any organization where the product has a high social value and the clients are poor.

If you think I can help advise a little in the area of getting meaningful analysis about Health Care and Hospital Management in your particular situation ... please let me know. I would be delighted to help.
