I'd be very surprised if WHO was not already well aware of the problem
of guestimations but what can they do about it? Even industrialised
countries have difficulties obtaining accurate information on sensitive
diseases so what hope for developing countries with far less to spend
on treatment, never mind 'administration' and collecting statistics.

The best WHO can do is gather as much information as the countries are
willing to provide and then use their best judgement from knowledge of
local circumstances to add an appropriate commentary and draw our at-
tention to matters of concern. In the end, this process will help to
refine the quality of information but that might take decades.
