Financing and Financial Management of the District Health System

Who is eligible to attend?
Individuals responsible for planning, managing and decision making on
health financing systems. These include, but are not limited to:
- members of district health management teams;
- people working in health services;
- health planners, health project managers;
- people intending to pursue MPH degree of the Institute of Public
Health, MUCHS.
Course Objectives
The course aims at familiarizing participants with the economic and
financial components of district health services system, financing
mechanism, planning techniques and health service management.
Course Content
- Concept of the health district and Health Sector Reforms;
- Health economics and financing principles (equity, efficiency, risk
sharing etc.);
- Economic and social factors determining utilization/demand for
health care;
- Costing and cost analysis;
- Alternative health financing methods (fees, prepayment, insurance
etc.);
- Public private mix of financing the DHS;
- Financial management and control;
- Planning, priority setting, resource allocation and budgeting;
Teaching Methods
The course will be conducted using a combination of the following
methods:
- Lectures with discussions;
- Group work;
- Field studies;
- Exercises and practical sessions;
- Presentation of participants' experience;
- Participatory learning.
Course Venue, Fees and Application
The course will be residential and will be conducted at Bima Insti-
tute - Mikocheni, in Dar es Salaam, Tanzania.
The course fee is US$ 1,300. This will cover tuition, full board,
food, course materials including transport for field visits. The
course fee does not include incidental expenses. Air fare and health
insurance are the responsibility of the sponsoring organization.
