"Men, Sex and HIV: Risks, Roles and Responsibilities" at the XIth In-
ternational Conference on AIDS and STD's in Africa, Sept. 13-15,
1999, Lusaka, Zambia
The Global Health Council, the Panos Institute, the Society for Women
and AIDS in Africa, and the U.S. Department of Health and Human Ser-
vices sponsored a satellite symposium entitled "Men, Sex and HIV:
Risks, Roles and Responsibilities." The presentations focused on the
roles that African men play in propagating the epidemic.
In Africa, as elsewhere in the world, men's behaviour - including
promiscuity, resistance to prevention methods such as condoms, and
domination of women's sexual and reproductive choices - is crucial to
the spread of HIV. The sessions took up topics including the social,
cultural and psychological patterns underlying men's sexual behav-
iour, men's relations to women, their families and their communities,
and ways of working with men to change attitudes and behaviours.
The sessions opened into frank discussion and were widely regarded by
participants as some of the more effective meetings of the confer-
ence. Participants offered experiences and opinions on a broad range
of issues - including the criticism that the ICASA conference per-
petuated an African cultural bias toward denying the reality of men
having sex with men as a factor in the AIDS pandemic.

Service Organizations (AfriCASO), the African Network of People Liv-
ing with HIV/AIDS (ANP+), and the Joint United Nations Program on

Call for Abstracts for Council's 2000 Conference
The Global Health Council invites health care service providers and
community organizers, program managers and policy makers, health re-
searchers and advocates from around the world to submit abstracts for
our 27th annual conference, "A Century of Health For the Children of
2000," convening 13 to 16 June 2000 at the Crystal Gateway Marriott
Hotel, Arlington, Virginia, USA.
The conference theme focuses on the year 2000 as not only the opening
of a new century but also the completion of a decade since global
goals for child health and survival were set at the 1990 World Summit
for Children. "A Century of Health For the Children of 2000" will
serve as a forum for the global health community to assess progress
made, lessons learned and challenges still to be met in addressing
the needs of children around the world. Internationally acclaimed
leaders will share with conference participants their visions of a
century of health. Colleagues on the front lines of global health
will work for progress by exploring the details of programs and poli-
cies, demonstrating how the lives of millions of children can be af-
fected. Presentations will address sub-themes related to child health
and survival:
* Maternal health
* Reproductive health
* HIV/AIDS
* Infectious diseases
* Health systems and policies
* Emerging global health threats
* Children, families and communities in disaster and war
We invite you to participate in this vital dialogue by submitting an
abstract for presentation that will inform and inspire others who
share your commitment. The deadline for submissions is October 15,

AIDSLINK #57 Features Interviews, Field Study
Paul DeLay, chief of USAIDS' Division of HIV/AIDS, and James Love,
director of the Consumer Project on Technology, answer questions
about access to treatment and care in issue #57 of Global AIDSLink,
the newsletter of the Global Health Council's Global AIDS Program.
Edward C. Green and Aldo Conde contribute a study of changing sexual
behaviour among men in the Dominican Republic, and Francisco Mingo-
rance explains the history and goals of the HealthDev program, which
links the HIV/AIDS community worldwide through hiv.net e-mail forums.
AIDSLink #57 profiles Dr. John Chittick, who is walking around the
world to build a peer education network for young people at risk for
HIV. A Russian story from ICASO's "Frontlines" anthology of bulletins
on HIV/AIDS and human rights; a HORIZONS report on the psychology of
stigma and discrimination; updates on NGO activities in Kenya and In-
dia; and news stories, events and resource listings from around the
world are also included in the newsletter, which will be mailed to
subscribers this week. Subscription to AIDSLink costs $35 for Council
members, $40 for non-members, $20 for community organizations in de-
veloping countries. (Complementary subscriptions are available in
