So Nigeria's grant has been suspended.

I was in Uganda last week. New people have been brought in to
administer the global fund grants with systems put in place to
ensure transparency. Funding is back on stream and those in-
volved in the sector are wholly positive about the changes.
Meanwhile a very thorough investigation is drawing to a close on
what had happened previously and there is no doubt that if there
has been malpractice there will be consequences for those in-
volved.

IF there are problems with the CCM handling the Nigerian grants
(and I wouldn't expect the Global Fund to act in this way on
trivial matters) then I suggest those concerned about the impact
should ask Ugandans for guidance as to whether to give the CCM
another chance to get their house in order, or to replace them
with a new panel of people with new operating systems; and set
in motion a detailed investigation into what was happening be-
fore.
