Health Sector Reform and Sustainable Financing (2)

Hello,

Thank you for posting the information on the course and some
background on the HEU. The area of financing and resource alloca-
tion is one of great interest to the USAID-funded project I am
currently working with called the Quality Assurance Project (con-
tracted through the University Research Co., LLC in Bethesda,
Maryland, (http://www.urc-chs.com/qap/aboutqap.htm#Top). As we
know, quality of health care is also one of the dimensions of
health sector reform, and specifically in the QAP, I am very in-
terested in understanding how quality assurance initiatives can
work with and support the process of financing reform and decen-
tralization while maintaining at least adequate levels of care.

Specifically, I am working on devising a tool and methodology for
measuring the existing levels of resource waste and inefficiency
in health delivery systems, as a way to help health system manag-
ers identify opportunities for cost-efficiency and achieve higher
health objectives with limited resources (a principle of quality
assurance). This tool would also assist managers in devising more
realistic and sustainable financing strategies through better in-
formation on not only health revenue/spending but on health de-
livery cost.

I am wondering if this is also an area of work or research that
you or the consortium that is designing the course is involved in
or interested in? Is it possible to get an idea of the tools and
approaches that are being drawn from to address this issue of
sustainable financing through more efficient cost management?
This query is fairly broad but perhaps, through your quick re-
sponse, I can provide more specificity on the Project and our
area of work in cost and quality.
