Reduction of tariffs on insecticide treated bednets?

While it is good news to see tariffs lowered for insecticide treated
nets does this exclude re-treatment insecticides? If the insecticides
used to treat existing nets in the field do not enjoy the same tax
exemptions or reductions then the estimated 20 million owners of nets
already out there in Africa are at a disadvantage. I feel the Govern-
ments should consider making the same concessions to insecticide
products used for field treatments.
