Claudio,
I found your report to be an interesting one. However, I sincerely
hope that a few years down the road, we will not be reading about how
PRS failed just as we read about the failure of SAP projects. To
avoid that, we need to focus more on the likely impact of the
HIV/AIDS pandemic on the current efforts of the World Bank in poverty
alleviation. In 2001, 3 million persons died from HIV/AIDS, of which
2.3 million where in sub-Saharan Africa. Unfortunately, this disease
is wrecking greater havoc among the young and energetic people of
these poor countries who can make significant contributions to eco-
nomic growth. Unless we invest now in comprehensive HIV-AIDS care
which incorporates counselling, education, prevention, clinical
treatment, palliative care and social support, our vision of poverty
reduction in these countries will be a mirage. By that time it will
be too late to save millions of people.
