Policy Advisory: Measures of Equity in Health Care

Lessons from South Africa
HIV/AIDS, Global Health Fund, Roll Back Malaria...these are "the new kids
on the African health issues block".
Suffused as these issues are with ethical concerns about equity and de-
spite programming interests and activity levels around them, there has
not been a matching and widespread engagement in addressing equity is-
sues in health care across Africa.
Equity (distributive justice) in health care implies:
* Equal access to basic health care regardless of ability to pay;
* Deliberate targeting of resources and services to the needy and un-
derserved;
* Mitigation of common causes of inequity to the needy whenever, wher-
ever and however they exist.
To bring the issue of health care equity/inequity to the front burner
of policy thoughts and action in Africa, we invite your attention to
