RFI: Effects of HIV/AIDS on the Public Sector

Dear Friends,
I recently received this e-mail via two friends, one of whom is
seeking assistance with HIV/AIDS and public-sector issues, espe-
cially in the African context. I have offered to post this for
Mila, and would very much appreciate anyone with information re-
sponding to her directly, as she may not be in the e-forums I am
posting to now. She is at greensheepy@mail.ru
I found a lot of material doing a Google search plugging in
"HIV/AIDS and the public sector", and am sure that UNAIDS
(www.unaids.org) has lots of great info, as well as HIVinsite

Dear Friends,
I need some assistance with research on African issues. I'm
working part time for the United Nations Department of Economic
and Social Affairs in the Division of Public Administration and
Governance. Currently, my project is to make a box for the World
Public Sector Report that this division will come out with by
the end of this year. The topic is "Effects of HIV/AIDS on the
Public Sector". So - looking at how HIV/AIDS affects civil ser-
vants, ministries, central governments, etc. My case studies are
South Africa and Malawi as well as India, probably.
I was wondering if you might know of folks in South Africa who
either work for the government or have some knowledge about this
issue, or if you could direct me to some sources. It's difficult
to find statistics on these kinds of things. I found a statistic
from a NY Times article that claimed "it is thought that 1 in 7
civil servants is infected with HIV/AIDS" in South Africa... but
where is the source from? How can I find sources that have that
type of information and are as least unbiased as possible?
If you have any ideas, recommendations or thoughts, please write
