RFI: Health and Health and Information Technology Strategies

Hi,

I am a graduate student at the Carleton University, Ottawa, Canada
currently working on a research project with Prof. Jerry Grant for
suggesting Information Technology strategies in the health sector for
the African countries. Prof. Grant recently presented a working paper
on using IT for economic and social development at "Regional Initia-
tive for Informatics Strategies" sponsored by the Ministry of Indus-
try, Commerce and Technology, Jamaica, the Commonwealth Secretariat,
London, UK, The Caribbean Development Bank and UNESCO.

Having given my introduction, I would like to get expert help on the
following queries:

1) Are the public health care policies of all African countries the
same? What recent specific initiatives have been taken in this re-
gard?

2) Has there been an effort to formulate common Telecom policies to-
wards establishing a vibrant information infrastructure?

3) Any recent developments on Telelearning in South or North Africa.
