process of establishing a Database/Directory of Social Science Re-
search Institutions and Universities within the SADC region."

It seems to me that the wheel is invented over and over again: at the
moment the MRC at Tygerberg (Dept.of Informatics and Communication, Dr.
Koos Louw and collegues, <jalouw@eagle.mrc.ac.za> is working at a very
impressive database set-up for South Africa (building a National Health
Research Information System, NHRIS), intending to do exactly what you
are proposing.

"The Database/Directory will be easily accessible via the internet
and will be published at a later stage. It may be used as a vital
Networking tool for academics/researchers/scientists..."

For an international approach: take a look at http://www.shared.de in
which I am involved myself. This is an internet-based communication-
tool, which a database of projects, people and institutes as a back-
bone. It is maintained and managed in a decentralised way by scientists
and "National Focal Points" themselves. A quick view showed me that we
have listed at this moment for South Africa the contact-details of 123
institutes and 227 people. SHARED is in close contact with officials
and scientists in SA, Zimbabwe and many other countries.
