Senior Technical Advisor, HIV/AIDS
Washington, DC

REPORTS TO: Vice President, Programs

General:

Dedicated to women's empowerment, The Centre for Development and
Population Activities (CEDPA) promotes positive change through
partnership projects, training, and advocacy.

The Sr. Advisor will have primary responsibility for expanding
and implementing CEDPA's HIV/AIDS program portfolio through
his/her work with D.C. and field-based staff and managers in
programs, M/E, capacity building and external relations. The in-
cumbent should have extensive knowledge of and management ex-
perience in all aspects of HIV/AIDS programming including pre-
vention, VCT, care and support, PMTCT, and mitigation in re-
source-constrained countries, with a special focus on how
HIV/AIDS affects women, children and families. The candidate
should have in-depth knowledge of and a proven track record of
working successfully with major governmental HIV/AIDS funding
sources such as USAID and HHS as well as private foundations and
other donors.

Based in Washington, D.C., the Advisor could travel up to 30% to
work with field offices and partners.

Qualifications:
* Professional advanced degree, preferably a MPH or other re-
lated degree.

* Minimum five years experience in international HIV/AIDS pro-
grams or ten years of domestic senior level HIV/AIDS experience.

* Demonstrated experience in designing, implementing and moni-
toring HIV/AIDS and integrated program activities.

*Demonstrated organizational, training and facilitation skills;
workshop design experience, including curriculum development.

* Knowledge of/experience in reproductive health, gender and
women's issues, and programmatic linkages between RH/HIV/AIDS.

* Experience working with vulnerable groups and multi-sectoral
partners, civil society, faith based organizations, community
leaders, and policy makers on issues related to HIV/AIDS.

* Understanding of and experience with HIV/AIDS advocacy and
policy processes.

* Demonstrated knowledge of USAID and HHS funding processes and
requirements.

* Excellent oral communication and writing skills, interpersonal
skills, and the ability to work in a team setting with people of
different backgrounds and points of view.

* Computer literacy in Word, Excel, SPSS and PowerPoint are re-
quired.

* Fluency in foreign language highly desirable.

Specific Responsibilities:

* Assess HIV/AIDS training, technical assistance and consulta-
tion needs of Washington DC and field based program managers and
staff and provide on-going technical assistance, training and
consultation on the development and implementation of HIV/AIDS
programs and services to assure that staff have the latest,
most-up-to-date scientific, programmatic and technical informa-
tion related to HIV/AIDS and that information is being applied
in CEDPA's program approaches.

* Provide leadership and technical oversight on the design of
HIV/AIDS curricula, training modules and publications targeted
to various domestic and international audiences, including, but
not limited to, CEDPA staff and partners.

* Provide leadership, guidance and consultation to CEDPA's man-
agement on the incorporation of HIV/AIDS related programming and
services into all of the organization's programs and services,
as appropriate.

* Design and implement HIV/AIDS global project activities as
needed.

* In partnership with External Relations, develop relationships
with major global HIV/AIDS government funding sources such as
USAID and HHS and private donors, and assist in the identifica-
tion and development of proposals and solicitations for global
HIV/AIDS funds.

* In partnership with External Relations, develop relationships
with other U.S. based and international organizations providing
HIV/AIDS services in resource-constrained countries that share
CEDPA's organizational vision and commitment to women and assist
in the development of partnership and collaborations.

* In partnership with the Monitoring and Evaluation Department,
develop appropriate HIV/AIDS monitoring and evaluation indica-
tors and systems to assist CEDPA document and evaluate its
HIV/AIDS programs and services.

* Represent CEDPA in selected domestic and international
HIV/AIDS meetings, conferences and other gatherings.

* Serve as spokesperson and advocate within and outside of CEDPA
on HIV/AIDS issues with a particular focus on meeting the needs
of women, children and families living with and/or affected by
HIV/AIDS.

CEDPA - THE CENTRE FOR DEVELOPMENT AND POPULATION ACTIVITIES

Director, Advocacy/Reproductive Health
Washington, DC

Reports to: Vice President - Programs, CEDPA

General: Serve as member of management team for USAID-funded
POLICY Project and as director of advocacy-one of four major
Project components. Function as leader of nine-person CEDPA team
including six RH/Advocacy staff based in Washington and three
externally based advocacy staff. Contribute to developing and
implementing the FP/RH and maternal health advocacy strategy,
provide technical leadership to design and implement advocacy
and public-private partnerships activities in programs aimed at
improving policy environments for FP/RH/HIV/AIDS. Extensive in-
ternational travel required. Although a member of CEDPA staff,
will work off-site in the offices of The Futures Group Interna-
tional.

Qualifications: Minimum ten years of experience working in FP/RH
projects or programs in developing countries, with emphasis on
working with civil society and capacity building. Knowledge of
FP/RH policy processes and issues essential. Master's degree in
related field required. Fluency in foreign language a plus.

Specific responsibilities
* Provide technical leadership and direction to project manage-
ment and USAID in developing global strategy for advocacy and
participation in FP/RH.

* Develop and manage annual workplan and budget to direct appli-
cation of core funds for global and field activities.

* Track and manage element expenditures against the budget with
support of project administration.

* Lead CEDPA/POLICY team.

* Provide insight and guidance on development of all country
workplans.

* Provide technical leadership in the development of FP/RH advo-
cacy approaches and tools.

* Provide technical assistance to public, private, and NGO sec-
tors to enhance skills in the analysis, presentation, and dis-
semination of information for FP/RH policy formulation and par-
ticipatory policy processes.

* Review and provide technical approval to all relevant scopes
of work, consultant agreements, subcontracts and grants.

* Assign and provide management and technical support to staff
for core and country program activities.

* Prepare documentation of results drawing country, regional and
global facets of IR1; prepare technical and IR.1 level reports
in response to project requirements.

* Conduct country level technical work as required.

Senior Specialist in Behaviour Change Strategies

JOB SUMMARY:

The Senior Specialist in Behaviour Change Strategies will work
closely with UPHOLD stakeholders in the public sector, private
sector and civil society to promote the delivery and utilization
of quality services in health, education and HIV/AIDS through
communication and other behaviour-centered strategies. Addi-
tional duties will include providing technical assistance in the
areas of strategic communication and other behaviour-centered
approaches, creative services, message development, and multi-
media approaches.

The Senior BCS Specialist will help define the behaviour change
component of UUPHOLD within the overall scope of this large
scale, cross cutting project. This individual will develop
strategies to promote appropriate changes in the enabling envi-
ronment (e.g. advocacy strategies for policymakers in the health
and education sectors), working in concert with quality assur-
ance specialists to promote improved service delivery at the
district and community levels. The Senior BCS Specialist will
also work closely with the research, monitoring and evaluation
component of the UPHOLD to identify institutional, social and
cultural influences on behaviours and to establish a system for
developing responsive BC strategies within organizations, clin-
ics, schools, communities, families and households. The Senior
BCS Specialist will help develop consumer-based, behaviour-
oriented tools and approaches for communication, information,
advocacy and community mobilization, all of which will:

1. use a variety of channels,

2. forge synergy across various technical areas (e.g. in health,
nutrition, FP/RH, etc) and across sector areas (health, educa-
tion, HIV/AIDS), and

3. build local capacity to design strategic and effective behav-
iour change strategies among a variety of audiences.

SPECIFIC RESPONSIBILITIES:

1. Develop and oversee a comprehensive BCS component that ad-
dresses the following aspects:
* promoting beneficial family/household care-seeking behaviours
and practices
* leading development of consumer education and advocacy promot-
ing demand for and use of quality services;
* developing and overseeing strategies, in collaboration with
the QA specialist, to improve and promote professional work eth-
ics/standards and provider motivation;
* identifying and creating strategic use of a blend of community
media (dance, music, drama, etc.)
* developing and implementing integrated mass media campaigns
(TV, radio, print)
* developing and overseeing strategies to mobilize families and
communities, and to promote collective actions

2. Supervise and work closely with the Quality Assurance spe-
cialist, whose primary focus will be strengthening the Yellow
Star program and helping to adapt it to the education and
HIV/AIDS sectors as appropriate.

3. Contribute to the design, oversight and effective use of a
monitoring & evaluation system that tracks progress towards pro-
moting predetermined behaviours, practices and collective ac-
tions. Actively participate in the design and use of formative
and operational research initiatives, and that promote community
participation in appraisal, monitoring, and evaluation activi-
ties.

4. Contribute to the identification and scaling-up of best prac-
tices in behaviour change interventions.

5. Participate in the documentation of UPHOLD activities.

6. Assure the effective integration of the behaviour change in-
tervention component into all aspects of the technical component
of the UPHOLD.

QUALIFICATIONS:

The qualified candidate will have a Master's Degree in Communi-
cations, or a related field
in behavioural sciences and a minimum of 6 years related experi-
ence or training, or an
equivalent combination of education and experience. Desired
qualifications will include:

· proven track record of designing and implementing innovative,
results-oriented
behaviour change programs in the social sector
· strong leadership, strategic planning, and interpersonal
skills (ability to work
effectively in a team, ability to work effectively with diverse
groups)
· demonstrated expertise in strategic communication principles
and practices
· professional experience working in health and/or education
and/or HIV/AIDS programs
· knowledge of marketing, advertising, and brand management
· experience in designing and conducting qualitative research
· familiarity with principles and approaches in community mobi-
lization
· good understanding of quality assurance in service delivery
· ability to operate in a culturally-appropriate manner in a de-
veloping country setting

· willingness to travel and work in rural settings
· field experience as it pertains to developing country issues

Ph.D. and knowledge of Ugandan local languages a plus.

JOB SUMMARY:
The Deputy Chief of Party is responsible for Institutional De-
velopment/Community Responsiveness, Clinical Services and Pro-
gram Operations and all managers of these areas would report to
h/him. S/he should have strong Public Health experience in child
survival, maternal health, and reproductive health. The Deputy
will be instrumental in facilitating strong collaborative work-
ing relationships among the partners.

RESPONSIBILITIES:
* Lead all programmatic teams toward achieving project goals.
* Participate as a member of the Senior Management Team.
* Develop and implement a plan for decentralization of all pro-
grammatic activities to the regional level through our regional
offices.
* Guide the NGOs' to increase outreach to the poorest segment of
the population.
* Develop NGO sustainability.
* Ensure the quality of services and achieve an increase in ser-
vices utilization.
* Be instrumental in facilitating strong collaborative working
relationships among the partners.
* In the COP's absence the Deputy would take a leadership role.
* Ensure timely and accurate reporting to USAID.

JOB REQUIREMENTS:
* Advanced degree in Public Health
* Minimum of 10 years of work experience in program management,
half of which would be in a developing country.
* Must have strong experience in a leadership position of large
overseas projects.
* Experience in designing and implementing child survival, ma-
ternal health and reproductive health programs.
* Extensive knowledge of USAID regulations and requirements is
essential.
* Must have NGO experience.
* Must have excellent negotiation skills.
* Excellent interpersonal communication skills and the ability
to work cooperatively with multiple partners.
