Vacancies at International HIV/AIDS Alliance

In Africa, the Alliance currently operates country programmes with
partners in Burkina Faso, Morocco, Senegal and Zambia and undertakes
a range of regional activities. To expand and develop our work in Af-
rica, we have created two new posts in our South and East Africa
team:

1) South and East Africa Regional Co-ordinator
2) South and East Africa Programme Officer

Requirements for both posts Work experience in Africa Strong techni-
cal skills in community based HIV/AIDS programming HIV/AIDS (preven-
tion, care and/or impact mitigation) and/or NGO technical support on
HIV/AIDS Excellent written and verbal communication skills in English
An ability to move easily and effectively between the worlds of do-
nors and grassroots NGOs Strong commitment to HIV/AIDS and develop-
ment issues Experience in funding proposals, donor relations and re-
porting Good skills in computer use - familiarity with MS Office pro-
grammes (Word, Outlook, Excel) valuable Commitment to team building
and collaborative working

1) South and East Africa Regional Co-ordinator

The Regional Co-ordinator will lead the newly formed South and East
Africa team. S/he will improve and expand our programme work, par-
ticularly in the countries most affected by HIV/AIDS in the sub-
region, as well as manage and build the capacity of the team. Candi-
dates for this post require:

* Strong skills in management and strategic thinking/planning;
* Over five years of experience in HIV/AIDS programming in Africa.

Strong written and verbal communications skills in French would be an
advantage (communications skills in Portuguese also useful).

2) South and East Africa Programme Officer

The Programme Officer is a core member of the South and East Africa
team and has specific responsibilities to support the Alliance's pro-
gramme work in Mozambique, as well as a more general role in pro-
gramme development in the region. The post-holder is responsible for
development, co-ordination and monitoring of country activities; man-
aging and/or providing international technical support; editing and
writing funding proposals and country reports. Candidates for this
post will require:

* Over three years of experience in HIV/AIDS programming in Africa;
* Strong written and verbal communications skills in Portuguese.

Communications skills in French would be an added advantage.

London based, with travel. Salary from GBP 26,743 to GBP 29,417 plus
attractive benefits.

The International HIV/AIDS Alliance was set up in 1993 by a consor-
tium of international donors to support community action on AIDS in
developing countries. It was established in response to the need for
a specialist, professional intermediary organisation to work in ef-
fective partnership with developing country NGOs/CBOs as well as with
national governments, private and public donors and the UN system.
The Alliance's approach is based on evidence that HIV/AIDS work is
particularly effective when carried out by local organisations, which
are guided and supported by local people while being linked to a
wider body of ideas and information.

To date, the Alliance has worked in 21 countries in Africa, Asia and
Latin America. We currently have ongoing programmes in 14 countries
and a new programme in Ukraine. We have supported over 850 NGOs and
community groups to implement well over 1000 prevention, care or im-
pact-mitigation projects. Over 85% of these partners focus primarily
on fields other than HIV/AIDS, such as women's empowerment, primary
health care or rural development; over 70% of them were not engaged
in AIDS work before their partnership with the Alliance. Almost all
are poverty-focused.

Within the Alliance's secretariat, regional teams -manage work at the
country level. Alliance staff and consultants provide technical sup-
port (often alongside financial support) to in-country intermediaries
or NGO support providers that in turn support local community re-
sponses. This means that the Alliance generally focuses its interna-
tional support on building local skills and local institutions,
rather than directly planning, managing and implementing programmes.
The Alliance thus has particular expertise in "civil society capacity
building", which for us encompasses: Training staff and volunteers in
the key skills required for HIV prevention, care and impact-
mitigation work, complementing their strong community connections
with knowledge about how to adapt and apply good practice, and how to
continue learning and improving their work; Building organisational
systems and staff skills to be able to develop the NGO itself, in ar-
eas such as fundraising, establishing partnerships with the private
sector and government, monitoring and evaluation, accountability,
etc.; Fostering critical thinking, strategic planning and commitment
to participation amongst the NGO or CBO leaders.

Another level of "capacity building" is also required, however, at
the "NGO support" or "intermediary" level. In addition to the skills
above, the Alliance helps appropriate local institutions to:

* Translate international good practice into relevant methodologies
  for their own country, in local languages;
* Assess and respond to the technical support needs of local groups,
  through training, one-to-one technical support, workshops, partner-
  ship-building, etc.;
* Effectively bridge the world of grass-roots NGOs on the one hand,
  and government, donor and corporate priorities on the other; and,
* Effectively compete to raise funds and to manage sub-grant pro-
  grammes.

The Alliance is one of very few international development NGOs fo-
cused specifically on HIV/AIDS, and serves as a Collaborating Centre
of the Joint United Nations AIDS Programme (UNAIDS). The secretariat
staff currently numbers 30 and is drawn from Africa, Asia, Latin
America, North America and Europe, with diverse backgrounds in NGOs
and the private sector, donor agencies, academia, the UN system and
medical practice.
