The International HIV/AIDS Alliance supports community action on AIDS
in developing countries. To support the growth of our work, we are
recruiting the following positions in our UK secretariat:

An introduction to the International HIV/AIDS Alliance

  The Alliance was set up in 1993 by a consortium of interna-
tional donors to support community action on AIDS in developing coun-
tries. It was established in response to the need for a specialist,
professional intermediary organisation to work in effective partner-
ship with developing country NGOs/CBOs as well as with national gov-
ernments, private and public donors and the UN system.

The Alliance's approach is based on evidence that HIV/AIDS work
is particularly effective when carried out by local organisations,
which are guided and supported by local people while being linked to
a wider body of ideas and information. The Alliance supports direct
community action and services, capacity building, and the identifica-
tion and promotion of good practice and policy.

To date, the Alliance has worked with NGO/CBO partners in over
40 developing countries. We currently have major ongoing programmes
in 14 countries of Africa, Latin America, Asia and Eastern Europe,
with another five country programmes under development. We have sup-
ported over 1000 NGOs and community groups to implement well over
1500 prevention, care or impact-mitigation projects. Over 85% of
these partners focus primarily on fields other than HIV/AIDS, such as
women's empowerment, primary health care or rural development; over
70% of them were not engaged in AIDS work before their partnership
with the Alliance. Almost all are poverty-focused. Our work depends
on partnership with a wide range of supporters, including UN organi-
sations; the European Union; the bilateral development agencies of
the United States, United Kingdom, Sweden, Denmark, France and Japan;
and foundations and private sector donors such as the Bill and
Melinda Gates Foundation, Abbott Laboratories and the MacArthur Foun-
dation. The Alliance's own budget is currently about US$ 10 million
per annum, with significant additional funds channeled directly to
our programme partners in developing countries.

The Alliance's secretariat in the United Kingdom is comprised of a
senior management team and three departments: Field Programmes, Pol-
icy & Technical Support, and Finance & Administration. While the Al-
liance has a small number of employees overseas (in the United
States, Burkina Faso, Cambodia, India, Ukraine and Zambia), most of
the Alliance's work is organised through partnerships with independ-
ent in-country intermediaries or "NGO support providers", that in
turn support local community responses. This means that the Alliance
generally focuses its international support on building local skills
and local institutions, rather than directly planning, managing and
implementing programmes. The Alliance thus has particular expertise
in "civil society capacity building", which for us encompasses:

* Training staff and volunteers in the key skills required for HIV
prevention, care and impact-mitigation work, complementing their
strong community connections with knowledge about how to adapt and
apply good practice, and how to continue learning and improving
their work;

* Building organisational systems and staff skills to be able to de-
velop the NGO itself, in areas such as fundraising, establishing
partnerships with the private sector and government, monitoring
and evaluation, accountability, etc.;

* Fostering critical thinking, strategic planning and commitment to
participation amongst the NGO or CBO leaders.
