Director, Promoting the Quality of Medicines
The Director, PQM is a leadership position with an overall responsibility for setting strategy, directing and overseeing the implementation of programmatic and operational activities for the Promoting the Quality of Medicines (PQM) program, a cooperative agreement funded by U.S. Agency for International Development (USAID) through the USAID Office of Health Systems (OHS). The Director, PQM will have overall program, managerial, and fiscal responsibility for the program at the global ("core"), regional, and country levels, including ensuring compliance with USAID and USP regulations, policies and procedures. This Director will ensure that robust program monitoring and evaluation systems are in place to demonstrate the achievement of PQM's technical mandate and objectives. The director will be the primary liaison with the USAID Agreement Officer's Representative for PQM. The incumbent will provide managerial and technical leadership and will provide oversight in the implementation and administration of funds to support program work in accordance with terms and conditions of the cooperative agreement. This position is responsible and accountable for the achievement of the PQM program objectives, to include:
Overall Objective:
Strengthen country systems to ensure the quality and safety of medicines and protect public health
Intermediate Objectives:
* Strengthen national medicines quality assurance systems in the respective countries
* Increase the supply of quality-assured medicines of direct relevance to priority USAID health programs
* Combat the availability of substandard and counterfeit medicines; and
* Provide technical leadership and global advocacy regarding the importance of medicines quality assurance
Education:
* Master's degree in public health, health policy, or health science required. A strong background in pharmaceutical/chemical science or related science field preferred.
Experience:
* Minimum of eight (8) years professional experience required, with at least five (5) years' experience working with global public health programs in developing countries preferred.
* Previous USAID program implementation experience in leadership position is preferred.
* Technical knowledge of pharmaceutical quality assurance and quality control required.
* Demonstrated experience leading large teams with globally located staff, clients, and counterparts required.
* Minimum of five (5) years of supervisory management experience required.

Deputy Director, Promoting the Quality of Medicines Technical Support
The Deputy Director, PQM Technical Support is a key management role in the Promoting the Quality of Medicines (PQM) program, a cooperative agreement funded by U.S. Agency for International Development (USAID) through the USAID Office of Health System (OHS). This position will support the Director by assuming responsibility and oversight for the quality of technical activities, including oversight of the Good Manufacturing practices (GMP), Laboratory Services, and Quality Management support teams. The incumbent will substantively contribute to USAID global health and health systems strategies and activities, collaborating with country, regional, and global ("core") program staff, to support the implementation of activities at the global, regional, and country level. This person will be responsible for supporting and developing internal and external partnerships with stakeholders and will serve as technical lead on partnerships as appropriate. This position will work closely with PQM M&E manager to monitor Program activities with regard to the achievement of PQM's technical mandate and objectives in conjunction with the relevant USAID Agreement Officer's Representative. This position will also assist the Director, PQM to oversee the overall management and success of PQM technical support programmatic activities in compliance with the terms of the cooperative agreement. This position ensures that PQM technical activities at the global (core), regional, and country level are consistently high quality to support the achievement of the PQM program objectives, to include:

This position will support the Director by assuming responsibility and oversight for country, regional, and global ("core") project activities, ensuring technical and operational quality control and overall responsiveness of assistance provided under PQM. The incumbent will substantively contribute to USAID global health and health systems strategies and activities collaborating with program staff to effectively manage and account for program implementation and management of funds. This person will be responsible for supporting and developing internal and external partnerships with stakeholders and will serve as technical lead, as appropriate. This position will work closely with the PQM M&E manager to monitor program activities with regard to cooperative agreement requirements, periods of performance and project deliverables in conjunction with the USAID Agreement Officer's Representative. This position will also assist the Director to oversee the overall management and success of PQM programmatic activities in compliance with USAID, USG, and USP regulations, policies, and procedures. This position ensures that PQM activities at the global, regional, and country level are implemented and managed effectively to support the achievement of the PQM program objectives, to include:
