E-DRUG: 316 Global Fund requests for USD 1.15 billion

One wonders how this will be absorbed, what quality the projects
will be, and how this will be spent. Watch this space. WB]
The Global Fund's first grant awards will be announced at the conclusion of
the next Board meeting, scheduled for 22-24 April in New York City.
March 10 was the deadline for receipt of proposals for the Fund's initial
round of funding. According to a preliminary count, the Fund received 316
proposals for 101 countries by this deadline. In all, these proposals
requested approximately US$1.15 billion from the Global Fund for the first
year of funding.
Following is a preliminary summary of the proposals received, by region:
Africa: Proposals were submitted to assist 36 countries and several
subregions. In total, the Fund received 146 proposals for this region
requesting a total of US$ 641 million.
Americas: Proposals covering 17 countries and one subregion were submitted
to the Fund. In total, the Fund received 26 proposals for this region
amounting to US$ 193 million.
Eastern Europe: 36 proposals covering 18 countries were received requesting
US$ 28 million.
Eastern Mediterranean: 8 countries were covered. In total, the Fund
received
19 proposals for this region requesting US$ 43 million.
Southeast Asia: 59 proposals for 13 countries totaling US$ 191 million were
received.
Western Pacific: 22 Proposals for 9 countries requesting US$ 60 million
were
submitted to the Fund.
After checking for completeness and eligibility criteria, all proposals
will
be reviewed by the Global Fund's Technical Review Panel. This Panel is an
independent group of 17 experts in prevention, clinical care, health
education, and international development. The Technical Review Panel will
meet in Geneva from 25 March to 5 April to review the proposals and make
funding recommendations to the Board. All final decisions on grant awards
will be made by the Board.
The Technical Review Panel was selected from a group of almost 700 nominees
from around the world, and includes members from government and
non-governmental organizations, the developed and developing worlds, and
the
public and private sectors. Panel members will serve in their personal
capacities as experts in their fields, not as representatives of their
institutions or governments. For a roster of the Technical Review Panel,

Over US$1.92 billion has been pledged to the Global Fund from
industrialized
and developing country governments, corporations, foundations, and
individuals. A number of these pledges are multiyear, giving the Fund
US$700-$800 million to disburse in 2002.
Without the Global Fund, total expenditures from all sources to fight
HIV/AIDS, TB, and malaria in the developing world would be approximately
US$1.6 billion in 2002. By disbursing US$700-800 million, the Fund will
effectively increase global spending on these epidemics by 50% in its first
year of operation.
While far more resources are needed to adequately address HIV/AIDS, TB, and
malaria, current pledges will allow the Fund to begin to support the
scaling
up of innovative, life-saving programmes that demonstrate results. Once the
Fund has shown that it is working as planned, it is hoped that current
donors will increase their commitments, and that new donors will come to
the table.
