The Global Fund
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global
public/private partnership dedicated to raising and disbursing large
amounts of additional finance to prevent and treat the three pandemics.
The Global Fund has so far committed more than US$15 billion to over 740
programs in 140 countries.
The vacancy is in the Secretariat of the Global Fund. The Secretariat
manages the grant portfolio, including executing Board policies,
disbursing money to grant recipients and implementing performance-based
funding of grants. The Secretariat is also tasked with resource
mobilization; providing strategic, policy, financial, legal and
administrative support and overseeing monitoring and evaluation. It is
based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected
The Senior Technical Officer, Procurement Support Services will be
responsible for coordinating the implementation of the Voluntary Pooled
Procurement (VPP). The Officer will work closely within the
Pharmaceutical Management Unit, Country Programs teams and other
internal and external stakeholders. He / she will provide technical
management and guidance to ensure effective and timely implementation of
the project.
Key Responsibilities and Accountabilities
The Senior Technical Officer will:
* Coordinate the implementation of the Voluntary Pooled Procurement
Services according to Board Decisions
* Facilitate and coordinate the participation and registration of
Principal Recipients (PR) for VPP
* Consolidate PRs requirements (including assisting PRs to finalise
forecasted needs and procurement plans) and ensure the timely processing
of orders by the Procurement Service Agents
* Manage the contractual agreements and monitor performance of
Procurement Service Agents
* Ensure best practice project management and risk minimization for
success of the project and resolves issues relating the program /
project in a timely manner
* Establish appropriate processes and systems to manage participating
PRs and procurement agents
* Participate in the consolidation of information and reports on
Voluntary Pooled Procurement and Capacity Building / supply Chain
Management Assistance
* Perform other duties within the Procurement Support Services Team /
Pharmaceutical Management Unit as required
PERSON SPECIFICATION
Qualifications and Membership
Essential:
* Advanced university degree in pharmacy, health or related areas
Desirable:
* Training and /or experience in pharmaceutical procurement,
international tendering / or pharmaceutical supply management / project
management
Experience
Essential:
* 7 to 10 years of experience in international pharmaceutical
procurement and supply chain management - international exposure to the
health or development sectors is essential and experience in developing
countries is a strong plus
Desirable:
* Experience in pharmaceutical market analysis, manufacturer
negotiations and contracting service suppliers in the health sector
Technical skills and competencies
* Client oriented professional
* High proficiency in Microsoft word, PowerPoint, and Excel
* Strong administrative skills and customer service oriented activities

Languages

CONDITIONS OF CONTRACT
Staff are employed by and are subject to the terms and conditions of
employment of the Global Fund. The Global Fund is a foundation
established under the laws of Switzerland enjoying certain privileges
and immunities in Switzerland pursuant to a Headquarters Agreement
concluded between the Swiss Federal Council and the Global Fund on 13
December 2004. The person selected for this position will be appointed
for a continuing duration contract. We offer competitive remuneration
packages. Salaries are paid in Swiss Francs, and salary and benefits of
staff are exempt from taxation in Switzerland. This position is at
Global Fund Grade 05 with a minimum basic annual salary of 119,200 Frs.
