Role Summary:
The Senior Technical Officer is part of the Pharmaceutical Management Unit and reports to the Manager, Procurement Support Services . The Senior Technical Officer will work mainly on the capacity building services component of the Procurement Support Service and contribute to the team objectives. The Consultant will work closely with the Pharmaceutical Management Unit, Country Programs teams and other internal and external stakeholders. He/She will report to the Manager, Procurement Support Services Strategy, Performance & Evaluation Cluster / Pharmaceutical Management Unit.

The Global Fund Capacity Building Services/Supply Chain Management Assistance (CBS/SCMA) is established to complement the Voluntary Pooled Procurement (VPP) service and is offered to countries to address challenges and constraints in the procurement and supply chain - quantification and forecasting, procurement planning and inventory control, distribution and logistics management, etc.
Key Responsibilities The Senior Technical Officer will:
* Contribute the operational processes and procedures to facilitate the provision of capacity building services and supply chain management assistance through contracted service providers
* Contribute to the implementation of appropriate evaluation framework to monitor the performance of CBS/SCMA services
* Provide support to Country Team Approach by proactively
* Provide and facilitate expert PSM information and training to regional teams
* Support CTs and facilitate CBS/SCMA support for PSM technical assistance, including monitoring of contractual agreements between PRs and CBS/SCMA providers and monitor performance of CBS/SCMA providers
* Participate in the consolidation of information and reports on Voluntary Pooled Procurement and Capacity Building / supply Chain Management Assistance, or other activities as required by the Pharmaceutical Management Unit
PERSON SPECIFICATION
Qualifications
Essential:
* Advanced university degree in pharmacy, health or related areas.

Desirable:
* Training and /or experience in pharmaceutical procurement and logistics management / or pharmaceutical supply management

Experience Essential:
* Seven to ten years of experience in international pharmaceutical procurement and supply chain management - international exposure to the health or development sectors is essential and experience in developing countries is a strong plus

Desirable:
* Experience in pharmaceutical market analysis, manufacturer negotiations and contracting service suppliers in the health sector

The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.
