The Global Fund
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$15 billion to over 740 programs in 140 countries.
The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected
The Senior Technical Officer, Pharmaceutical Management Advisory Services is part of the Pharmaceutical Management Advisory Services (PMAS) Team and reports to the Manager , Pharmaceutical Management Advisory Services.
The Senior Technical Officer covers a critical role in this Team. The Senior Technical Officer works closely with the Team Manager to ensure the availability of prompt and professional expertise on pharmaceutical
and health product management (PHPM) to Fund Portfolio Managers during grant negotiation and implementation and to other departments in the Global Fund Secretariat as necessary. To achieve this, the Senior Technical Officer will assist in (1) reviewing and recommending country Procurement and Supply Management (PSM) Plans for approval, as appropriate, (2) collecting and analyzing data related to the management of pharmaceuticals and other health products carried out by recipient countries, and (3) implementing initiatives to increase the capacity of countries to successfully manage pharmaceuticals and health products.
Key Responsibilities and Accountabilities
The Technical Officer will:
* Provide technical guidance, in close cooperation with the Team Manager, to Portfolio Management in reviewing and evaluating PSM Plans;
* Provide analytical and field support to Global Fund Portfolio Managers;
* Work with countries to develop and submit Procurement and Supply Management (PSM) plans (including training);
* Review the effectiveness of PHPM activities conducted by countries during grant implementation;
* Provide efficient support in analyzing problem grants, and devise and propose solution-oriented work plan(s) to address the identified gaps/problems;
* Work, in close cooperation with the Team Manager, with external partners to support grant implementation through training and other capacity building initiatives;
* Provide input to and support new PHPM initiatives set out by Manager, PMAS;
* Support in identifying ways to stream line processes to improve country access to pharmaceuticals and other health products and facilitate rapid start-up of grants through efficient mechanisms.
* Act as a focal point within the PMAS Team for junior staff members, supervising work and providing professional guidance to support their growth and development within the Team.
PERSON SPECIFICATION
Qualifications and Membership
Essential:
Advanced university degree in Pharmacy or Medicine-related field.
Desirable:
Complementary education and/or professional training/experience in Management, Procurement, Logistics, Public Health
Experience
Essential:
* Minimum of seven years of experience in pharmaceutical management and supply management of health products at international level, including in developing countries;
* Relevant knowledge and hands-on experience of the principles and practices applying to the procurement of pharmaceuticals and other health products;
* Relevant pharmaceutical or global health experience.
Desirable:
* Experience on both supply side and demand side activities related to pharmaceutical management.
Technical skills and competencies
Skills:
* Ability to apply experience acquired in developing countries context to quickly identify challenges and potential solutions;
* Strong data analysis, database management and excel skill;
* Ability to develop and deliver PowerPoint presentations.

CONDITIONS OF CONTRACT
Staff are employed by and are subject to the terms and conditions of employment of the Global Fund.
The Global Fund is a foundation established under the laws of Switzerland enjoying certain privileges and immunities in Switzerland pursuant to a Headquarters Agreement concluded between the Swiss Federal Council and the Global Fund on 13 December 2004. The person selected for this position will be appointed for a continuing duration contract. We offer competitive remuneration packages. Salaries are paid in Swiss Francs, and salary and benefits of staff are exempt from taxation in Switzerland. This position is at Global Fund Grade 05 with a minimum basic annual salary of 119,200 Frs.
