Remuneration
Basic annual salary starting from 103,600 Swiss Frs. (CHF) for the Grade 04 and 119,200 Swiss Frs. (CHF) for the Grade 05. ROLE SUMMARY (Technical Officer)
The Technical Officer is part of the Pharmaceutical Management Advisory Services Team which is part of the Pharmaceutical Management Unit (PMU) and reports to the Manager, Pharmaceutical Management Advisory Services.
The Technical Officer works closely with the Team Manager to ensure the availability of prompt professional expertise on procurement and supply management of health product to Fund Portfolio Managers/Country Team (CT) during grant negotiation and program implementation. To achieve this, the Officer will (1) ensure timely and proper reviewing and recommending Country Profiles and/or Procurement and Supply Management (PSM) Plans for approval, as appropriate, (2) collecting and analysing procurement data, (3) identify risks related to PSM, stock-out/disruption of treatment of health products and (4) works in close collaboration with relevant technical counterpart to implementing initiatives to increase the Procurement and Supply Management (PSM) capacity of countries to successfully manage pharmaceuticals and health products.
In addition to the above, the Senior Technical Officer will be expected to provide technical support and guidance to more junior staff and be proactively involved in identifying innovative solutions to procurement and supply management challenges experienced by recipient countries.
RESPONSIBILITIES
Under the guidance and supervision of the Manager, the Technical Officer will ensure the provision of adequate technical expertise to analyse risks and identify proposed solutions for the effective and efficient implementation PHPM activities by Principal Recipients, with the following responsibilities:
* Provide technical guidance in the areas such as: quantification, forecasting, inventory management and warehousing and distribution etc., to Portfolio Management/CT in reviewing and evaluating PSM Plans and/or Country Profiles
* Provide support for efficient in-country forecasting/inventory management, storage and distribution etc. to Global Fund Portfolio Managers/CT
* Work with countries to develop and submit Procurement and Supply Management (PSM) plans (including training)
* Ensure the PR is fully informed of GF policies, to identify risks of non-compliance and to review any instances where these may not have been correctly applied, suggesting remedial actions
* Provide efficient support in analyzing problem grants, identify stock-out and PSM related risks and devise and propose solution-oriented work plan(s) to address the identified gaps/problems
* Work, in close cooperation with the Team Manager, CT and with other relevant technical counterpart (internally/externally), to support grant implementation through training and other capacity building initiatives
* Provide input to and support new PSM initiatives within PMU as directed by the PMAS Manager.
* Support in identifying ways to stream line processes to improve country access to pharmaceuticals and other health products and facilitate rapid start-up of grants through efficient mechanisms.
The Senior Technical Officer will be expected to carry out the above responsibilities under minimum supervision. In addition he/she will be expected to:
* Review the effectiveness of PSM activities conducted by countries during grant implementation and the impact that can be expected on overall market dynamics
* Act as a focal point within the PMAS Team for junior staff members, supervising work and providing professional guidance to support their growth and development within the Team.
* Promote a collaborative, client-focused, quality and results-oriented approach in the team.
PERSON SPECIFICATION
Qualifications
Essential:
* Advanced university degree in pharmacy, medicine, public health or nursing.
Desirable:
* Additional qualification in business administration would be advantageous.
Experience (Technical Officer):
Essential:
* Three to six years of experience working in procurement and supply management of health products at international level, including in developing countries
* Demonstrated relevant pharmaceutical or global health experience
* Professional training/experience in Supply Procurement, Logistic Management of health products
* Demonstrated strong data analysis, database management and Excel skills
* Ability to develop PowerPoint presentations
Desirable:
* Experience on both supply side and demand side activities related to pharmaceutical management
Experience (Senior Technical Officer):
Essential:
* Minimum od seven years of experience working in procurement and supply management of health products at international level, including in developing countries
* Significant experience in Supply chain system strengthening i.e. Assessment, Policy and Procedure development, implementation, monitoring and evaluation regarding Selection, Procurement, Distribution, Use, Pharmaceutical supply chain management information system etc.
* Relevant knowledge and hands-on experience of the principles and practices applying to the procurement of pharmaceuticals and other health products
* Relevant pharmaceutical or global health experience
* Experience working with partners (donors, government and technical partners) at the country level in capacity building in PSM.
Desirable:
* Experience on both supply side and demand side activities related to pharmaceutical management

Languages:
An excellent knowledge of English and preferably a good working knowledge of French or one of the following: Arabic, Chinese, Russian, and Spanish. Knowledge of other languages would be an asset.
