The Global Fund
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global
public/private partnership dedicated to raising and disbursing large
amounts of additional finance to prevent and treat the three pandemics.
The Global Fund has so far committed more than US$15 billion to over 740
programs in 140 countries.
The vacancy is in the Secretariat of the Global Fund. The Secretariat
manages the grant portfolio, including executing Board policies,
disbursing money to grant recipients and implementing performance-based
funding of grants. The Secretariat is also tasked with resource
mobilization; providing strategic, policy, financial, legal and
administrative support and overseeing monitoring and evaluation. It is
based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected
The Senior Technical Officer, Global Health Supply is part of the
Quality Assurance and Data management (QADM) Team and reports to the
Manager of the QADM team. The Senior Technical Officer works closely
with the team manager to (1) conduct rigorous fact-based analysis of
global health supply; (2) identify Global Fund policy options or
initiatives to address procurement and supply challenges for
pharmaceutical and other health products; (3) collaborate with other
supply and procurement initiatives on policy issues.
The work of the Senior Technical Officer will inform the Global Fund's
overall supply and procurement strategy and will require close
collaboration with members of the Pharmaceutical Management Unit and
other functional area.
Key Responsibilities
and Accountabilities
* Identify priority global supply, demand and procurement issues, and
analyze strategic options for the Global Fund to address them
* Recommend policies and initiatives to effectively address global
health product supply market conditions
* Coordinate with technical partners, including WHO, UNICEF, UNAIDS,
Stop TB, RBM and others that are focusing on procurement and supply
issues for AIDS, TB and malaria
* Provide policy guidance and technical support to the manager of the
QADM team and other members of Pharmaceutical Management Unit and other
internal stakeholders
* Ensure procurement and supply management initiatives are consistent
with broader policy objectives and market conditions
* Ensure consistent approach across the Global Fund operational policies
and procedures related to procurement and supply management
PERSON SPECIFICATION
Qualifications and Membership
Essential:
Advanced university degree in pharmacy or medicines related field
Desirable:
Complementary education and/or professional training/experience in
Supply management, Procurement, Public Health, Health Economics,
Regulatory Affairs
Experience
Essential:
* 7 years or more experience working on global health and medicine
policy issues and initiatives
* Extensive involvement in public pharmaceutical procurement and supply
management systems analysis at global and country level
Desirable:
* Experience in procurement and supply management of pharmaceutical and
other health products in developing countries
* Relevant experience with international organizations, or other forms
of technical cooperation in an international context
Technical skills and competencies
Skills:
* Extensive knowledge of public pharmaceutical procurement and supply
management processes at global and country level
* Proven leadership in analysing global health supply issues and
devising policy strategies, particularly for AIDS, TB and Malaria
* Strong data analysis, data base management
* Strong ability to translate policy priorities into action-oriented
recommendations
* Global perspective based on experience of working on health product
supply policy issues, particularly related to developing countries
* Demonstrated leadership qualities and ability to thrive in a
multi-cultural work environment
* Strong project management skills

Languages

CONDITIONS OF CONTRACT
Staff are employed by and are subject to the terms and conditions of

The Global Fund is a foundation established under the laws of
Switzerland enjoying certain privileges and immunities in Switzerland
pursuant to a Headquarters Agreement concluded between the Swiss Federal
Council and the Global Fund on 13 December 2004.
The person selected for this position will be appointed for a continuing
duration contract.
We offer competitive remuneration packages. Salaries are paid in Swiss
Francs, and salary and benefits of staff are exempt from taxation in
Switzerland. This position is at Global Fund Grade 05 with a minimum
basic annual salary of 199,200 Frs.
