The Global Fund
The Global Fund to Fight AIDS, Tuberculosis and Malaria is a global public/private partnership dedicated to raising and disbursing large amounts of additional finance to prevent and treat the three pandemics. The Global Fund has so far committed more than US$10 billion to over 520 programs in 136 countries.
The vacancy is in the Secretariat of the Global Fund. The Secretariat manages the grant portfolio, including executing Board policies, disbursing money to grant recipients and implementing performance-based funding of grants. The Secretariat is also tasked with resource mobilization; providing strategic, policy, financial, legal and administrative support and overseeing monitoring and evaluation. It is based in Geneva and has no staff located outside its headquarters.

Role Summary & Key results expected
The Capacity Building Service Officer is responsible for coordinating the implementation of the Capacity Building Services/ Supply Chain Management Assistance component of the Voluntary Pooled Procurement. The Officer will work closely with the Pharmaceutical Procurement Team, Country teams and other internal and external stakeholders. He/She will provide technical management and guidance to ensure effective and timely implementation of the project.
Key Responsibilities and Accountabilities
The Capacity Building Service Officer will:
- Coordinate the implementation of a capacity building program to support the Voluntary Pooled Procurement Services according to the board decision; Establish project plans and deliverables aligned with the Global Fund objectives for the voluntary pooled procurement and capacity building program;
- Facilitate and coordinate the requirements and requests of Principal Recipients / countries for capacity building and supply chain management assistance and also ensure the timely provision of the appropriate services from contracted service providers;
- Establish service level agreement and performance measures for the services provided;
- Establish appropriate processes and systems to manage the service providers - including monitoring performance, improving services and transfer of best practice;
- Ensure alignment and involvement of key stakeholders across the Secretariat and external partners; and incorporate solution oriented analysis to facilitate sound decision making;
Ensure best practice in project management and risk minimization for the success of the project and resolve issues relating to the program/project in a timely fashion; Prepare reports and communicate relevant information, when and as required;
- Perform other duties within the Voluntary Pooled Procurement Team/ Pharmaceutical Procurement Unit as required.
Qualifications and Membership
Essential:
- Advanced university degree in public health, pharmaceutical services, management or related areas.
- University degree in health or social sciences.
Desirable:
- Training in pharmaceutical supply and / or logistics management.
- Training in project management.
Experience
- Seven to ten years of experience in pharmaceutical procurement and supply chain management, some of which in developing countries;
- One to two years of experience in implementing capacity building related activities in the health / pharmaceutical sector;
- Experience involving exposure to health or development activities at the international level.

Languages
