E-drug: Acceptable amount of drug wastage due to expiry (cont'd)

This question has been of interest to me for some years. We all
attempt to reduce opportunities for wastage by establishing national
drug policies, essential drug lists, procedures for optimal supplies
management including accurate predictions, rational drug useage
guidelines, workshops, patient involvement, sentinel site monitoring
etc.etc.
Approximately five years ago I wrote to WHO seeking their
assessment of an acceptable percentage, in dollar terms of annual
drug expenditure, which we could expect to expire in a developing
country when all our management procedures are at optimal
standard. Unfortunately WHO was unable to help and at that time
had not considered this difficult issue of defining "acceptable
wastage". Time has moved on so perhaps WHO has now been able
to address this policy issue. A dollar percentage obviously has
serious disadvantages and some other denominator may have to be
used. Perhaps MSH has someting to add to this discussion?
