E-drug: Acceptable amount of drug wastage due to expiry

Dear all,
I wonder if anyone am able to help me with regards to any
publication or study or write up etc. that states an acceptable
amount of wastages of drugs due to expiry.
Wastage due to expiry in our case is defined as any drug item that
has not been used up before its manufacturer's expiry date.
At our institution, we are currently implementing a project to reduce
wastage due to expiry of drugs. However, we do understand that
reducing wastages to 0% may not be possible as there are those
drugs that has to be kept for emergency cases, e.g. antitoxins, and
specific immunoglobulins. We were not able to find a benchmark to
which we can reduce this wastage level.
Should anyone know of any such publication?
