E-DRUG: Allocation formula for essential medicines

[Perhaps some national authorities and e-druggers can share their methods and experiences used for forecasting needs for essential medicines. Often past consumption is used but records may be unreliable and not necessary reflect true consumption/needs e.g. if there are stock-outs or excess stocks at peripheral facilities. Consumption also does not address changes in demand e.g. as ARV programs get rolled out. Certain programs may utilise some form of morbidity-based forecasting based on projected patient populations. Where possible the two methods should be combined/compared. If budget is limited, the essential medicines may need a VEN or similar classification to help prioritise spending. - DB]
