E-drug: Best use of AIDS funding

Dear e-druggers,
It seems that the White House is finally waking up to the AIDS crisis
in many developing countries. My question is this: If a given amount
of money is allocated to address the issue, where should it go?
The duelling press releases from the Harvard Group and the Gates
foundation seem to underscore the question of how best to allocate
scarce resources to combat the problem. Assuming that ARV will be
eventually sold at around marginal cost, how much of this increased
funding should go to prevention? Education? Health care infrastruc-
ture? Pharmaceuticals? Is anyone aware of any good research on this
subject?
