E-drug: World bank funding of HIV/AIDS Rx (cont)

Dear E-druggers,

Since I am not personally involved in the current debate on the issue of
funding for AIDS treatment, the following questions may be naive.

1) Does the World Bank have the cash to fund treatment of those afflicted
with HIV in the developing world?
2)If it does:
     a) would that money be best spent on treatment versus the other
programs they are running?
     b) would their assistance be most useful in developing infrastructure,
procuring pharma, or a combination of both?
     c) are their hands tied in countries that are threatening to violate
TRIPS?
2) If it doesn't:
     a) Can it raise more money?
     b) What other sources are available?

I know these are extremely general in nature, but I have yet to see them
addressed well in anything I've read. I heard the debate at the Durban
conference between Paul Farmer and Mead Over was good. Are there any
other resources on these questions out there? Thanks as always.
