Note on Brazil and AIDs drugs - Clarification from the Brazilian AIDS
programme.

The National STD/AIDS programs wishes to clarify that Brazil will not
be building drug factories in Africa as announced by Reuters on
March 28 and repeated by some newspapers this weekend, without
having consulted the Ministry of Health..

Brazil has projects for technical and scientific cooperation with a
number of African countries and has offered to transfer the
technology for the production of generic AIDS drugs to governments
who have a good network of public drug production facilities and are
interested in commencing local production of these drugs.

Up until now, two Portuguese speaking countries, Angola and
Mozambique, have been interested in analysing this offer from Brazil.
A technical team from the Ministry of Health has already been to
Mozambique to evaluate the existing facilities in that country and will
be doing the same in Angola in the coming days.

After the visit, the team will report on the technical capacity of these
local facilities to produce the drugs and the cost-benefit relation of the
decision. If the governments should decide to start production, the
Ministry of Health will transfer the technology accumulated in these
10 years of research and production of antiretroviral drugs. Up to the
moment, no agreement has been signed with any country.
